Mark A Holland
In 2014 Mark Holland re-commenced private practice under the name Holland Property. Mark operates his valuation and consultancy business in Melbourne and on the Mornington Peninsula. Together with wife and business partner Monica, they now also conduct the advisory business, My Next Place.
By way of background, prior to July 2013, Mark headed the Advisory Division of Opteon Victoria’s valuation practice, now OPG. The Advisory Division was an important adjunct to that group’s other business divisions which, in Victoria, employed 110 valuers engaged in the day to day valuation of properties including residential, commercial & industrial, rural/agribusiness; and municipal rating and plant & machinery valuations; and depreciation schedules.
Mark’s key skills utilise over 30 years of extensive experience in valuation and property to lead a team of professionals focused on property valuation and advisory roles for major corporations, private companies, institutions, government agencies and individuals with respect to feasibility studies, compulsory acquisition, rating objections and rental determination matters for the mutual benefit of clients and the company.
Significant projects include:
- Valuation of all assets owned by National Trust of Australia Victoria
Co-ordinated all valuations of heritage listed properties owned by the Trust for financial reporting purposes.
- Port of Melbourne – Rental Determinations
Appointed as determining valuer for large areas of land occupied by Toll Holdings and Qube Logistics (17 ha) on reclaimed land in the Port of Melbourne.
- Kingsheath Club of the Clubs
Project Director for proposed $250m resort development on the Northern NSW coast, now known as Salt, south of Kingscliff near Casuarina Beach.
- Queen Victoria Hospital Site (QVH)
Advice to Melbourne City Council (MCC) and preparation of comprehensive Expressions of Interest and Tender Sale documentation.
- Industrial Land
Determined highest and best use for development of industrial land in Port Melbourne for a major international shipping company. Prepared comprehensive Expressions of Interest documentation resulting in a sale by tender at a price well above client expectations.
- Federal Airports Corporation (FAC)
Coordinated valuations and preparation of highest and best use analysis for non-airside land surrounding fifteen airports around Australia for the FAC.
- Siemens Limited, North Ryde, NSW
Coordinated site identification and space needs analysis for new head office facility. Appointed preferred architect and project manager and negotiated lease terms and conditions with short list of developers/builders for a purpose-built design and construct facility at Macquarie University Research Park, North Ryde.
- Siemens Limited Relocation – Bayswater VIC
Advised Siemens in determining its new Australian Head Office needs; coordinated the appointment of architects, space planners and project managers; negotiated acquisition of adjoining land to facilitate expansion needs; and undertook highest and best use analysis of existing sites to determine the best strategy for the development of this facility.
Project was the recipient of the Property Council 2000 Award for the Best Suburban Office Development and Highly Commended as a nominee for the National Awards. The facility has also received other construction industry awards.
- Siemens Limited, Richmond VIC
Advised Siemens on highest and best use development options for its Richmond property and prepared a comprehensive Property Information Memorandum for sale by Expressions of Interest and Tender documentation.
Advised Repco on the appropriate market rent for all automotive outlets around Australia. Negotiated lease of new purpose built warehouse facility in Adelaide and a new data processing centre in Melbourne.
- Portsea and Sorrento Ratepayers Objections
Retained by barristers representing a residents’ protest group constituted to appeal against the Municipal rating assessments for over 30 owners of ‘cliff top’ properties at Portsea and Sorrento. Successfully represented the group in a test case in VCAT and achieved reductions in valuations ranging from 27% to 46%.
- Barristers Chambers Limited (BCL)
Engaged by the Board of BCL to advise on the value of all building assets and to negotiate on its behalf with regard to the rent review for its premises, Owen Dixon Chambers West, in Lonsdale Street, Melbourne.
- Old BHP House – 140 William Street, Melbourne
Represented five major tenants in this building and provided independent valuation advice to assist in negotiations which resulted in a substantial reduction in the asking rent at review under the terms of the lease.
The determination was a landmark result and a turning point in the manner in which office rentals in the Melbourne CBD were subsequently reviewed.

2013 – 14 Independent Property Consultants Pty Ltd – a business first established by Mark in 1991.
Prior to this role, Mark had various roles with Opteon Victoria Pty Ltd (previously Market Line Property Valuers) and prior to formally joining Market Line was the Managing Director of Market Line Corporate, a joint venture business established with Market Line Group, Property Valuers, Independent Property Consultants Pty Ltd and Lodge Properties Pty Ltd, in September 2003.
2009 – 2013 Opteon Victoria Pty Ltd
Head of Advisory, responsible for specialist valuation work in compulsory acquisition, litigation and rental determinations and disputes. Work included hypothetical subdivisional analysis for broad-acre residential and industrial land. Responsible for mentoring and training graduates through to CPV status.
2005 – 2009 Opteon Victoria Pty Ltd General Manager – Specialist Valuation & Advisory for one of Opteon’s predecessor businesses, Market Line Property Valuations. Responsible to manage and oversee commercial and industrial valuation procedures, the rural valuation department, and also responsible for specialist valuation work in compulsory acquisition, litigation and rental determinations and disputes. Work included hypothetical subdivisional analysis for broad-acre residential and industrial land and development feasibility work. Responsible for mentoring and training graduates through to CPV status.
